Art. 22 of the Bavarian Higher Education Innovation Act (BayHIG) deals with gender equality at universities.
Universities are obliged to promote the actual implementation of equal rights for women and men and to take this into account as a guiding principle. They should eliminate existing disadvantages and give preference to women in the implementation of equal rights, whereby the priority of aptitude, ability and professional performance must be observed.
The aim is to increase the percentage of women at all levels of science and art. In addition, appropriate representation of women and men is to be ensured in all committees, including the university management, with the aim of achieving equal representation.
Representatives for equality of women in science and the arts are appointed to support the universities in the performance of their duties and to ensure that disadvantages are avoided.
These representatives have various participation and information rights and are entitled to appropriate resources to fulfill their duties.
