DiPukS
Helping municipalities on their path to climate neutrality while simultaneously supporting them in their digital transformation is a central focus of the researchers in the “DiPukS – Digital Planning Support for Climate-Neutral Urban Development” project. The project is led by Prof. Dr. rer. nat. Stefan Fina from the Faculty of Architecture and Civil Engineering at the Technical University of Applied Sciences Augsburg.

Climate-neutral urban development by 2050 and the digitization of administrative processes?
For many Bavarian cities and municipalities, this is a Herculean task. The DiPukS research project provides answers to questions such as what digital support needs they currently have, which options can already be applied to digital urban and spatial research, and where there is still a need for development. The goal is to develop digital planning support systems for municipalities that provide and visualize data and indicators to guide users effectively through specific planning and administrative tasks related to climate-neutral urban development.
The challenges for climate-neutral urban development are multifaceted
Urban development processes are negotiated among a multitude of stakeholders—including housing construction, commerce, and industry—and differing interests—such as compensation areas for nature conservation and recreation, and land use for transportation and energy generation. Added to this are current legislative developments in the areas of climate protection and sustainability that must be taken into account. Examples of this include the reduction of environmental consumption—in part for the decarbonization of the economy with the goal of climate neutrality by 2045—and the pathways toward a land-based circular economy by 2050 with the goal of “net-zero” land use.
Development of digital tools that provide municipalities with tailored support for climate-neutral urban development
To simplify and accelerate permitting and administrative processes, digital technologies for linking, processing, and visualizing decision-making data are playing an increasingly central role. The DiPukS project brings together expertise from research and practice to develop digital tools that provide tailored support to municipalities in climate-neutral urban development.
The DiPukS project’s cooperation partners are the companies Mena GmbH and Baader Konzept GmbH from Gunzenhausen, which bring expertise in areas such as environmental data management, as well as environmental, landscape, urban land-use, and spatial planning. Professors based at the THA—Prof. Dr. Michal Predeschly, specializing in databases, and Prof. Dr. Tobias Maile, specializing in software development in the construction industry—are closely involved. The Bavarian Chamber of Architects, the Government of Swabia, the Bavarian State Office for the Environment, and the Central Tasks Division of the Bavarian Administration for Rural Development have pledged their support through a letter of intent.
The THA research project DiPukS will receive 270,000 euros from the Bavarian Ministry of Science from 2024 to 2026 as part of the seventh funding round of the program to promote applied research and development at universities of applied sciences and technical universities. What makes this funding special is that the call for proposals was specifically aimed at newly appointed professors with the goal of facilitating their entry into research.
News
On Monday, March 30, 2026, a hybrid workshop was held as part of the DiPukS research project—Digital Planning Support for Climate-Neutral Urban Development—to explore key topics in digital urban planning in depth.
The focus was on the presentation and discussion of research findings on thermal planning, site planning for renewable energy, and climate adaptation indicators—in conjunction with urban digital twins and smart city approaches. In addition, an outlook was provided on the remaining work packages: public transit accessibility analyses, digital participation processes, and the use of recyclable building materials.
The workshop was attended by representatives from research, public administration, and the planning sector (City of Augsburg, Landsberg am Lech, Stadtwerke Augsburg, Bavarian Chamber of Architects, Government of Swabia, Bavarian State Ministry of Housing, Construction, and Transportation, Urbanistic GmbH, Bifa Umweltinstitut GmbH, Institut für Energietechnik GmbH, Center for Climate Resilience at the University of Augsburg, Technical University of Applied Sciences Augsburg). The morning consisted of a presentation of the results by the DiPukS team and guest presentations by participants on:
- the challenges of heating planning and the integration of digital twins into municipal energy planning (Institut für Energietechnik GmbH, Johannes Lindner)
- the application of urban digital twins in urban planning (Urbanistic GmbH, Marc Hodapp)
In the afternoon, current issues were discussed in focus groups on the topics of “Heating Planning + Digital Twin” and “Climate Adaptation, Urban Development, and Digital Twins.” Emerging research questions and related areas of action were identified. Finally, opportunities for collaboration on publications and securing funding were discussed in a plenary session.
The workshop provided a space for the exchange of knowledge between academia and practice. The discussion served to refine the project goals for the ongoing research phase (through May 2027). The perspectives on transferring findings to planning practice and administrative action are particularly relevant to the project goals.

April 22, 2025: Data platform on waste heat potential released as part of the DiPukS research project
Waste Heat Potential for the Energy Transition
The path to climate neutrality—to which Germany has committed itself by 2045 in accordance with international agreements—requires an energy transition based on three pillars: In addition to (1) potential savings in energy consumption (e.g., through building retrofits) and (2) the replacement of fossil fuels with renewable energy sources (e.g., hydro, wind, and solar), (3) energy-related circular processes must be optimized. The recovery and utilization of waste heat from production processes play an important role here.
The German Waste Heat Registry provides an interactive information platform for this purpose. The data comes from the Federal Office of Economics and Export Control (BAFA), which, together with the Federal Office for Energy Efficiency, collects information on waste heat potential throughout Germany. These are unfiltered reports from companies that enter their own data into the portal for the Waste Heat Platform. The Federal Office for Energy Efficiency generally does not verify this data prior to publication.
As part of the DiPukS research project—Digital Planning Support for Climate-Neutral Urban Development—this dataset is being transferred to the interactive German Waste Heat Cadastre (link to application; link to website with explanations) with the kind permission of the BAFA.


Legal Basis
In general, companies with a total final energy consumption of more than 2.5 gigawatt-hours per year, averaged over the last three years, are required to report. The report on waste heat generated by the company, in accordance with Section 17 of the Energy Efficiency Act (EnEfG), must be submitted using an electronic form. This electronic form is the ELAN-K2 portal (“Waste Heat Portal”) established by the Federal Office for Economic Affairs and Export Control (BAFA). Methodology
The data set from March 14, 2025, which was available in an Excel spreadsheet, was geocoded using ESRI’s ArcGIS World Geocoding Service to determine the locations of the address information. Of the 22,002 available data records, 21,834 (99.2%) were placed on a map and supplemented with additional selected information from the data collection. The data includes, among other things, information on the address, the company, and the type and regulation of waste heat, statistical data on the amount of waste heat over the course of the year, and contact information.
Information on the Data Status
Data for all reports submitted through March 14, 2025, is now available on the Waste Heat Platform. This data now covers over 3,000 companies and their more than 21,000 waste heat potentials, representing a total annual waste heat volume of 171 TWh. The data is available for download in .xlsx format. No registration or similar is required.

Project Phases & Results
The plan is to achieve key milestones in the following project phases:
- Design and implementation of digital tools for municipal heat planning
The path to successfully handling digital data when creating a heat plan: The DiPukS team has evaluated all necessary data sources for successful municipal heat planning and integrated them into a dynamic search structure. More detailed information is available at this link.
- Identification of areas with potential/site planning for renewable energy and storage facilities for recyclable building materials
For site planning, a research design was developed to analyze the potential of water-based heat sources, which identifies and evaluates low-temperature heat sources using hydropower plants as an example. In addition, a digital waste heat cadastre was created. It is based on waste heat data from the Federal Office of Export Control within the Federal Foreign Office (BAFA), which has been publicly available since early 2025. In addition, a data-driven material inventory for recyclable building materials was designed and presented to the Bavarian Chamber of Architects and the Bavarian Recycling Association.
- Derivation of data-driven indicators and metrics for selected climate adaptation parameters in digital planning tools | Use of digital twins and SmartCitytechnologies in urban development
: The development of geobasis twins and test applications in the areas of climate adaptation and thermal planning is being designed and piloted in current software environments. The main focus of the geobasis twin is on the digitization of land-use plans for legally compliant application in Urban Digital Twin workflows, as well as land management and the activation of building land.
